SACRAMENTO, California (AP) -- Gov. Arnold Schwarzenegger wants to repeal a state law that requires animal shelters to hold stray dogs and cats for up to six days before killing them.

Instead, there would be a three-day requirement for strays. Other animals, including birds, hamsters, potbellied pigs, rabbits, snakes and turtles, could be killed immediately.

Schwarzenegger has told the state Legislature that the changes could save local governments that operate shelters up to $14 million.

An estimated 600,000 dogs and cats are put to death each year in California, including 34,000 in Los Angeles alone.

The waiting period has caused overcrowding and forced some shelters to kill off animals simply to make room for new ones, said H.D. Palmer, a spokesman for the state Department of Finance.

"Because of space limitations, the shelters are being forced to euthanize animals who are otherwise highly adoptable immediately after the holding time," Palmer said.

Despite Schwarzenegger's huge popularity, some political observers think the proposal will meet stiff resistance.

"There is no organized constituency of cats and dogs, but certainly the pet owners of America will find this reprehensible," said Barbara O'Connor, director of the Institute for the Study of Politics and Media at California State University, Sacramento.

"Cats and dogs are like mom and apple pie," she said. "Don't mess with the pets. Most people prefer them to other people."

The 1998 law is named for former state Sen. Tom Hayden, who said the governor's proposal "will inflict heartbreak on a lot of owners and people in the animal adoption world."

I agree man - I got my dog microchipped - and I feel a whole lot better about it - no matter where he gets picked up - with or without his colar - they can bring him home.

bhutocracy 06-25-2004 09:25 AM

I mean really.. how long can you expect the govenment to take care of your pet for you? and you want to pay less tax at the same time.

yeah .. it's just the 100% sensible thing to do.. I don't know how you couldn't..

Funny I don't see anyone actually coming up with a counter-plan though. Notice no one is stepping up and offering a way to keep the stray dogs and cats alive longer? People will bitch and whine and fuss about this but heaven forbid they form an organization that can accept the strays and keep them alive for longer.

And why are there so many strays in the first place? Oh that's right.... mostly useless pet owners who "thought" they could handle a dog etc but let it get away. People who care about their pet look aggressively for it and only a few hours or a day passes before they pick it up from the animal shelter. It would be a cold day in hell before I'd let my dog stay in a shelter for more time than that.

And lastly, ... it's a proposal. Arnie is looking for ways to save the state some money, which is partly why he was elected. If there is too much resistance I'm sure the guy will do the right thing and retract the proposal, because he's a pretty decent guy when you get right down to it.

Maybe the people who need to "STFU" are right here on this thread?

My dog briefly wandered a few years ago after someone left my gate open and I STILL called the pound straight away even though it was microchipped and they would have called me anyways lol.. little bastard had just gone down to the park and then hung around an adjacent jobsite where it got fed which is why we couldn't find it at the park..

Yup - I rather have my kid get new schoolbooks, or have a firefighter be padi for rather than keep some stupid stray dog alive.

If the owners really did care they would put a microchip in the animal and THERE WOULD BE NO PROBLEM with this.

tyler86ed 06-25-2004 10:14 AM

HAHA. Its arnolds fault that idiots in society can't take care of their own pets. Shit....

jmk 06-25-2004 10:14 AM

Isn't the real issue all those fuckers that put animals on the streets and let them loose!
If you love animals you don't get a pet and then realize you can't take care of him.

I saw a news story a couple of weeks ago about a dog being put down, even though it was chipped, before his owners could get to the pound to pick it up.

Apparently it was chipped at PetCo's vet service and the chips they use are not compatible with the scanners at most vet and shelter offices in the US.

I am paranoid about someone "borrowing" my dog. I don't know if I'd remember how to type without her sitting just above the keyboard, trying to help. :)

It's the law in Australia that you have to have your pet chipped, all scanners and chips are standardised although thats probably an easier task in a much smaller country like oz.

but would it be cost effective? Californians are one of the richest states and with such proposal, they can afford to buy a chip for their expensive pets

loverboy 06-25-2004 12:23 PM

this thread deserves a late night bump for all pet loving owners in Calif. area :thumbsup

evildick 06-25-2004 12:32 PM

Does it really make him a bad person by changing it from 6 days to 3 days? He's saving tax payers 14 million.

Is the person that originally set the restriction to 6 days a saint for extending an animal's life by a measly 3 days?

I'm against the pet killing thing period, but if you're gonna do it anyway, this change would actually save lives.

SexxxyChat-T 06-25-2004 02:08 PM

I agree with this, the animals are going to be dead in a few days anyways, and with the overcrowding, most of them don't even make it that far to begin with.

Plus, finding ways to save a few million is why Californians elected the man in the first place right?

Your dog has certainly made the rounds, then. A non-porn friend sent me a link to this picture a few months ago.

Incredibly sad to see 600,000 dogs and cats are killed every year in California alone.

A lot of that would go away if people just remembered to spade or neuter their pets.

(simple math: 6,000,000 in ten years - that's a lot of fucking cats and dogs!)

cost effective? the law is YOU have to go out and spend $20 on your pet.. doesn't get much more cost effective than that. Most people get it done when the puppies get their shots.
