I don't have Merchant account, and I'm not USA based...

Webstream is 0 US$ to set up, but you have to pay them 10-15% processing fees

Metacharge is GBP 375 to set up, but these guys will charge you nothing for processing 3-6 months, then 10%. Let me know if you need a contact from Metacharge, I know a really nice guy here in London who works there
