Your server sys1211.3fn.net has the same IP Network address with sys80.3fn.net, which redirects GB surfers to dialer. Talk to your hosting provider about this.

Yes, that tool will help you ban honest submitters that were put on the same network as some dishonest redirect as*holes.

I'll talk to my hosting though, but from a quick check the servers have TOTALLY different ips.

far better now. All links went through. The cheater I added got detected. But it's slow and timing out to fast.
