virtual plan come with MYSQL databases? and what is the deal with bandwidth GB overages?

Their website says that they come with a limited number of MySQL databases, depending on which account you get.

Can you let me know what other low price, premium services exist? I always thought premium meant expensive. Premium cars/jewelry/service/clothes.
