Politics and preference aside, how does one bypass the popup blocker?

UnSurprisingly, google is rather bare regarding this subject ;)

Sorry, I meant from a webmaster point of view, ie, if I want my popups to get thru.

(I'm looknig specifically for an on exit, so adding the code to the link, which currently works, won't cut it sorry)
