still not worth it. Effective mailers will spend 30-40k a month just in hosting and related expenses. You can spend that $ on legitimate advertising to produce the same results.
Also, if read about people who have been busted, the governement will spend a lot of time just watching you, compiling evidence, etc. So, its a bit pre-mature to say the law isn't effective
