What's a good software that can insert tags into an html page?

I need something that will insert metas and alt words and phrases into an html page.

pre made metas or just the tags themselves?

homesite has a quick star wizard that will do all the meta tags for you, you just have to fill them in

I need something that will insert keywords and phrases from a list similar to those found on Overture.com without going overboard...
