does anyone know if its possible to recall a reiw thats been sent and received the other end say if some fucker rips oyu off and you want to get your money back ?

Most likely if its already been received he's cleared it out already.. scammers are pretty good at that.

You may cancel a wire transfer request only if Citibank receives your cancellation request prior to execution of the wire transfer and at a time that provides Citibank with a reasonable opportunity to act upon that request. If your wire transfer request has been executed by Citibank, you understand and agree that the request to recall or amend the wire transfer will be effective only with the voluntary consent of the beneficiary bank.
