Could I link my CCbill code to any general gallery of a sponsor?
 

I was surfing some tgp's and I saw a FHG by a ccbill sponsor. But instead of going to the gallery and then clicking on the link to the sponsor with the ccbill code, it seemed like there was a ccbill code linked to the GALLERY from the tgp...Then when you go to click to the sponsor, it's just a regular link without any ccbill code. So I'm assuming that the ccbill link from the tgp took care of the tracking.

Is it possible for people to just take a ccbill code and make the "&site=sponsorGallery.com" , send it to a general gallery and when they click on the sponsor link, I'll get credit for it?

Yep, a few sites do it this way. The problem with linking to galleries via ccbill links is that each gallery load counts as a "click" in the stats.
