Actually, that's not a war. A war is conflict between two or more groups. 9/11 was a suicide attack... there was no fighting back, so no, that wasn't war.

I'm a little lost though... what's the war in Iraq have anything to do with 9/11? As I recall the war in Iraq was to disarm Iraq and get rid of any WMD that posed a "threat" to us... then it was to get rid of Sadaam... now that that's finished it's operation Iraqi freedom. Where's 9/11 come into this? That was done by the tall guy we still can't find... remember him? :2 cents:
