I need to know how to censor a ton of 2257 and ID photos I'm going to ship to some brokers. What's the best tool to do this?

You would need to make a selection around the area that needs to be censored (pref. a circle) and choose Filter > Pixelate > Mosiac. Just mess around with the size of the selection and the cell size until it's censored enough.

Or, you can do the "star burst" thing but that doesn't work too well with larger images
