You can write and handle an email like you want. There are no official regulations regarding emails and even on curts emails do not have any authenticity.
So, it's up to you how to handle it, just post it and you will see what happen :)

No, not unless they have put some clause in the subject line and even then it would be doubtful.
If the E-mail has been sent to you by mistake and you should realize that when opening the e-mail it might be a completely different matter.
