Is there a program that can automaticly change a variable and then create a new file?

file1.html
file2.html
file3.html
file4.html
etc...

The files are identical except for the filename and a single line in the sourse.

Is there a program can autogenerate the files out of a sourcefile, like source.html who has a line like <html tag>$$variable to change$$</html tag>?
