Is there any LEGAL anime/cartoon content?
 

All the big toon/anime sites I've seen are using pics stolen from alt.binaries.pictures.erotica.cartoons. This is easy to get away with because most of the artists posting to that group don't seem to care, but the copyright holders to the characters used (Disney, Warner Bros., etc.) DO care and send out nasty letters (I got one a couple years ago when I made an XXX Super Hero site).

So, does anyone know of a content provider who has an anime/cartoon cd for sale with original, legal pics?

Yes, but it's VERY VERY EXPENSIVE! You are probably better off hiring your own toon artist, they would probably be cheaper than licensing the shit. I have a few recommendations if you like.
