If this is true, that's fucked up!

Just because something is 'morally wrong' doesn't mean it should be illegal. 12 is young to be having sex, but not uncommon or unnatural. (12 has been marrying age until not too long ago in human history) Assuming both people are of similar age/life-experience, I don't see why the government should get involved. If one of those 12 year olds gets pregnant, she should get an abortion. It's definately too young to be a mother in modern civilization. But some of these girls may have crazy/religious parents who would disown/beat/kill them if they found out about premarital sex. That's why privacy is protected.
