Internet Explorer could not open search page. HELP!

Can anyone help me? Here's the rundown - my father's computer caught a bug and I keep getting this message when trying to open the browser. I have run Norton, Ad-Aware and SpyBot AND reinstalled the OS twice. Still no luck. Anybody know how I can fix this?
