No, you still need to get Illustrator for true vector capabilities.

Well with photoshop you can virtually work with curves and build vector shapes but nothing nearly as good as illustrator

Adobe Illustrator 9.0
open, new doc
on first layer <file><place> image/file)
double click -layer
Reduce to 50% ....lock layer
<new Layer>
Grab Pen tool and go to work

yea.. i have illustrator 10

i guess photoshop 8.0 is something i will not get .. 7.0 will do the job just fine!
