I think they're kidnapping any foreigners, checking who they are and then they decide what to do with them based on there role and on the actions of ther country.

Nevertheless the fact that so many kidnappings occure means that the US forces are loosing control of Iraq.

Did you really expect the Iraqi's to throw down their weapons and support the US troops, right after half their family got "shocked and awed"? Would YOU? if i recall correctly, the first thing that happened was that the terrorists decapitated one of the hostages and sent it to them... and the Spetznaz guys captured one of the terrorists and cut his head of and sent it back to them.
