What I don't get from some processors. Why no merging accounts like ccbill?

I'm not talking as paysite owner now, but as affiliate.
Why don't ALL processors offer the merge accounts option? I'm pretty sure that the nr1 reason for AFFILIATES to choose CCBILL is that small detail....

Just curious, is it very hard, or is it patented or?
