You really can't go about trying to out-do terrorists by terrorizing the world more than they do. Think about it, it's a completely never-ending cycle and we'll all end up dead.

We can try to make war to terrorism, rebuild countries, learn and educate people; there will be always terrorists with rage against us and europeans. How to stop them ? they don't give any importance to their life, cuz they think about getting heaven and a martyr status if they kill innocent people by sacrificing their life...

If Bush was smart he could've united the whole ME against Al-Qaeda. Afterall, Al-Qaeda sees every government in there as a corrupt and infidel enemy of Islam and is actively trying to oust them.

But nah, Bush choose to ignore Al-Qaeda and go after someone who had shit to do with them. By doing so, he managed to piss off every country and increased recruitement for Al-Qaeda.
