programmer needed for a toolbar

I need someone with knowledge of toolband addons for IE/netscape and can program me the toolbar, and possibly some php(or I can have another coder do this) Im not sure what all programming is needed, all I know is that it will be signed a certified ms security certificate so it will load with hahahahahahahahahaha/Active-X script and the code would be similiar to....
PHP Code:

hahahahahahahaha language="hahahahahahahahahaha" type="text/hahahahahahahahahaha" src="http://install.xxxtoolbar.com/ist/scripts/prompt.php?ad_id=0055&event_type=onload&recurrence=always&account_id=133987&adid=a00551064109973"></hahahahahahahaha

and it would need to do the retry with a msgbox saying "download aborted blah blah click yes to continue". to see the script in action just add it to a page and you should fully understand it from there. Thanks for looking!:winkwink: ICQ me with quotes and also bump this thread, I'll pay $.01 via paypal for every 2 bumpss done by each person(limit is 2 per person! yes im poor :))

Oh yeah, to break it down instead of it just being a duplicate of the xxxtoolbar it needs to...

Set homepage
Add favorite links
when "NO" is clicked on the certificate, it needs to prompt with a msgbox "Download Aborted, Click yes to continue" and then reprompt the certificate and do a prompt on the last try that will just ask to save it like a regular exe w/o the certificate.
Add the buttons to the browser(ie5-6,netscape) under the Address line
Probably a few more things besides the obvious above, I'll make sure to bring them up while talking with you, but I do not know at this moment.

program needs to be created in C++, Delphi, or anything that does not require runtime files such as vb. thanks for reading this far:thumbsup
