The bill would make such mutilation punishable by two to 20 years in prison. It makes no exception for people who give consent to have the procedure performed on their daughters out of religious or cultural custom.

An amendment adopted without objection added "piercing" to the list of things that may not be done to female genitals. Even adult women would not be allowed to get the procedure. The bill eventually passed 160-0, with no debate.

Amendment sponsor Rep. Bill Heath, R-Bremen, was slack-jawed when told after the vote that some adults seek the piercings.

"What? I've never seen such a thing," Heath said. "I, uh, I wouldn't approve of anyone doing it. I don't think that's an appropriate thing to be doing."

The ban applies only to women, not men. The bill has already been approved by the Senate but now must return to that chamber because of the piercing amendment (search). Both chambers of the Legislature must agree on a single version of a bill before it can go to the governor for final approval.

That issue is so funny to me. Gay Marriage has ALWAYS been illegal in the US, and in 1997, Clinton signed the Defence of Marriage Act, that meant that even if some states decided to make it legal....other states would not have to recognise it.

I say take evderything to a populas vot, every single item.... vote yes or no..... no amendments....everything stands on its own straight across the board on all levels....


here is the issue (if a combination of issues then break them out into individual issues) and vote YES or No plain and simple
majority vote rules....

you don't like the outcome? then you can always move to a state that shares your interests....

In short, he didn't ban gay marriages. The act is about letting some states do what they want. I thought this is how it always was in the US. Don't you have some states who ban alcohol on Sundays and others that don't?

These idiots are voting on things they have no knowledge of. This is disgusting and it should be a requirement. The piercing is far from mutilation and it's pretty much the woman's decision to get it.

As far as the piercing itself: Can women possess them in GA, or is that illegal as well? If so, the women can just cross the border, pierce it and sit naked/spread eagle on the steps of city hall! :thumbsup

...it is REALLY not as necessary now that we have this Interweb and the techology to allow (almost) EVERY CITIZEN to vote on shit weekly or monthly....before Congress was needed primarily because not all the 'people' could be heard at the top for logistical reasons...

Direct democracy would be worse than representative democracy, imo. Most voters are terribly uneducated about the issues they are votiing on (myself included, to be honest). I'm not at all comfortable with the idea of all legislation coming down to a popularity contest; under a direct democracy, anyone on the margins of "social acceptability" would be even more screwed than they are now.

I'm not sure who originally said it, but it's a great line: "Democracy is the assumption that more than half the people are right more than half the time."

Congress just pisses me off at times, what I WOULD like to see more of is a 'leash' on their asses so they know they can get fired pretty much whenver they piss off their constituents who they are supposed to be representing....ie a 'recall' leash on them....
