Public drug consumption that was once common during the post-Franco cultural revolution of the 1980?s is now frowned upon. Administrative fines for public consumption once thought to exist on paper only are now enforced in many autonomous regions. In response to a growing problem of alcohol intoxication among teenagers at ad hoc street parties, public consumption of alcohol was outlawed in March of 2002. Outdoor cafes and bars with patios are exempted from ?La Ley del Botellon.?

i think that's your answer. Pretty much the same for many EU countries. If they caught you selling anything more than few grams you'll be treated like common drug deal and face serious jail time.

Weed is legal in Nepal as far as I know. I went there and it just goes naturally over all the mountains. I think it's like a tradition there. You have to go at the right time of the year though, when they are in season.

LOL, if you want weird dope laws, try Swaziland: old men and the king are allowed to smoke. There's no exact age specified to qualify as an old man though.
When I was there on holiday with some buddies, we stole some dope from the king's private plantation. Swazi Redbeard is one of the best strains in the world. It was awesome....we went to the king's private suplher springs at night, there was a full moon, and we were just floatuing there smoking the royal dope :)
