What's the single best converter for shitty traffic?
 

Stuff like 404 traffic, etc... looking for a site that can handle around 100,000 404's daily (without killing their server) and uses something like CCBill for payouts rather than a PPS where I'll get shaved to death. Something that can convert foreign traffic or geo-target would be IDEAL (especially those Japanese mofo's!).
