Yes, look at the font on the bottom. Bad anti-aliasing, its all blurry around the edges of the letters. Plus, as someone said before me, the fonts are different.

also bottom sign has only one bolt holding it in at the bottom.

While the top sign is on a bit of an angle with the sign post, the bottom sign is dead on straight.
