True, retaliation is limited. If you ask me, it is also serves little purpose. Mainly psychological.
However, Almost all of Israel's actions in the last several years were'nt about retaliaion. Most of Israel's actions were claimed to be calculated measures to undermine terror infrastructure. Such as the elimination of the Hamas leader.
