I designed this Paysite for him and did not pay me as promissed. He's using CCBill and use to be a client of Hustler Content.

What do you guys advice that I should do to get him to pay for it?

I'm in California and he's from the East Coast.

That's why you should never do anything without some money up front. Once you have completed the project, show him a screenshot or two and get the rest of your money before delivery. I learned that the hard way too.

what I'd do is always make screenshots with watermarks on them, and not remove any watermarks or anything until its paid for

And what about all the people who paid for goods and services and never recieved them?

Well, if goods were never received then there will be no proof of delivery and a chargeback won't be a problem.

Services should never be paid for 100% before the work is completed.

Tell as much people about him. He does not have the right to do that to people all the time. Make it known, so that he will be blocked.

Try contacting his hosting company and CCBill. Let them know that stolen goods are being used. Maybe they'll shut him down.:2 cents:
