I have had the same problem and got in touch with AERC.
He made me paypal $10 to his nigerian emailaccount for administration but he said he will paypal me my $ 25 plus the $ 10 I payed plus a $5 bonus.
I think the money must be on the way. Its just that paypal is so slow cause I am in another continent.
