I think CC is the best way to go, only the underage surfers will charge to cells.

Dialers work very fine for UK now.

the other option would be to bill by SMS but can be a little tricky to set up

Stick to the regular processors like CCBill. As others have said.. We do have cc's in the UK :) The only difference there is that I have is Global Charge a UK processor who I use for our UK debit cards.. Also you have to be Uk resident to use them and I think NoChex as well..
