What type of toon/anime paysite would you promote?
 

Typical japanese hentai?

Or All Toon Movie type paysite?

Will American style toons sell better than the more established hentai niche?

I personally would like to see more American and European-style comic books site. CE Cash has some good ones with Jungle XXX and Girls of the Harem. I really hate the Sailor Moon-type anime sites.

I agree with the hentai... it seems over saturated. The question that begs asking is If American/Euro style toons sell, why aren't there more sites featuring such content?

Maybe it costs too much to produce?

It doesn't cost me much to produce. I produce it myself :)

About the hentai stuff, not too expensive to produce at all. I know some that will do it very cheap and give you full rights to do whatever you need with it, including resell it.
