us law:

Copyright - Fair Usage

The following passage is law in the United States of American but there are similiar clauses in most coutries:
§107. Limitations on exclusive rights: Fair Use
Notwithstanding the provisions of sections 106 and 106A, the fair use of a copyrighted work, including such use by reproduction in copies or phonorecords or by any other means specified by that section, for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright. In determining whether the use made of a work in any particular case is a fair use the factors to be considered shall included: he purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes; the nature of the copyrighted work; the amount and substantiality of the portion used in relation to the copyrighted work as a whole; and the effect of the use upon the potential market for or value of the copyrighted work. The fact that a work is unpublished shall not itself bar a finding of fair use if such finding is made upon consideration of all the above factors. 17 U.S.C. § 107 (1988 ed. and Supp. IV).

17 USC 107: In determining whether the use made of a work in any particular case is a fair use the factors to be considered shall include:
(1) the purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes; (2) the nature of the copyrighted work; (3) the amount and substantiality of the portion used in relation to the copyrighted work as a whole; and (4) the effect of the use upon the potential market for or value of the copyrighted work. The fact that a work is unpublished shall not itself bar a finding of fair use if such finding is made upon consideration of all the above factors.

You can use a small snippet of a video for a review site, I believe the maximum is 30 seconds. Just including it with a bunch of other videos to download or to promote your own stuff won't be looked upon by the copyright holders as a "review".

For instance, if you had a 30 second clip of a film and gave a description of the film, maybe some background on the stars and your opinion of the film with a link to purchase it you will probably never have a problem. 30 second clip just to include a performer on your site you are asking for it.

No you can't chop a scene up into multiple 30 second clips:1orglaugh

If you don't know it already...you should just pack it up now. You cannot use any content that you do not have a license for...you cannot just crawl the web and use whatever you find and to put it in "english" for you....if you do , just consider yourself fucked from the start
