Testing the speed of your server
 
Is there a site where you type in the url of your server and it will give a report as to its speed?

Or a downloadable program that will do it?

"speed test" or "server speed test"

Traceroute your server and ping it, check what routes it takes when and look at your avg ms delay over the course of a month or so, then you will see whats the usual performance for it. Then you can gauge if its performing well or poorly at any given period.

a dialup modem can have a low latency (low ping time) just like an oc3 if its bandwidth isnt being used.

ping/traceroute is great for testing network latency or looking for routing problems but not good at judging the speed of your server.
