someone is stealing your google traffic.. is this legal?

someone maked a thousandth subdomains with others sites domain url in they titles and tags

so, when someone will search for domain.com the link domain.com030.com will be displayed in the resutls.. i think that's is a stealling of the domain.com google traffic..

is this legal?

Smart idea, but I doubt he will have tons of traffic, and technically he couldnt use your domain in the title tag

i have all these 1 hit trades trying to add to my topllist i just turned off my auto features yesterday over it but tomorrow morning will place the list it is being redirected mainly to easypic.com thru trades tho i think
