when conversions go UP it's bad, because they're high. like 1:10,000

good conversions are LOW ones and therefore most people hope their conversions will go DOWN

a "conversion" is not a "conversion ratio".

A lower conversion ratio is good. A lower amount of conversions is bad.

SO.... people want their conversions to go UP and their conversion ratios to go down.
