What book? You have to buy them from the author if the author hasnt already sold the electronic rights or the publishing company if the author has sold the rights.

I'm always seeing people selling digital rights to ebooks on Ebay, but they are usually pretty crappy ebooks and it's hard to verify if the seller has the right to grant resell rights anyway.
