Doesn't eBay ban people that make fake bids?

You know when you see those eBay auctions for rediculous things that get bid up to stupid prices like $20,000,000 (obviously fake bids), doesn't eBay ban the people that made those fake bids?

Why would they? Its just a regular bid, if they dont follow through they get bad feedback. Simple.
