AVS and VISA?

Is VISA change rules about AVS sites?
I don't understant how they work :(

just read the rules of whatever AVS you are dealing with. . . . it doesn't really matter so much what VISA may have done, but how the individual AVS interpreted it, or how it effected them.

ie: they did not bother us at all
