This is good news, I should open up a bubbly :)
Though I doubt spam will ever be stopped all together, I hope these methods have some success at reducing spam.

Nope it would have to be server side :)
It could be done in a few major isp's agreed to a standard.

the average person would think they would have to pay to send emails and not want something like this, in my opinion. it sound rather unrealistic.
