The technology is old. I always thought obtaining the materials was more the difficult factor then to acquire the knowledge.

Regardless, the delivery methond is also a very important factor. And that technology is far more advanced.

ICBM, Nuclear submarine, Stealth Bomber, you would almost need one of those to deliver a bomb
