She will probably get a fine in the end. But you have to still have to successfully prosecute (or agree to a settlement) before such a criminal fine can be imposed. Martha dug her own grave to some degree. Many agree that she would have received a "slap on the wrist" if she'd owned up to lying in the beginning. She was stubborn, got caught in a lie, refused to settle, and now must face the music.

You can't analyze it like this. The real value is in the publicity and message sent to potential future inside traders. No matter how powerful or famous you are, you will be prosecuted if caught.
