Depends what your trying to do most of us just write our own. Have you already a billing company selected many will set ti up for you or ask nicely and someone will.

Strongbox includes member management in it's reporting and
member management module, if you want to have the very latest
in security technology.
If it's not a pay site where reasl security is an issue, but something
like a club or whatever that won't be the target of the password traders
and script kiddies, I can set up just the user management
part with old fashioned mod_auth for $20.
It's a pretty standard usrrname and password management
package that let'ss you specify when a users memebership should expire.
