It don't exist man... I think the cheapest russian host you can find is aroung $5 per Gbyte, if not more.

And honestly, I don't know why would someone need it, unless you are going to host pages for e-mail spam or some illegal shit like CP/Lolitas.

They won't allow you to host illegal shit for sure... and the prices are extremely high...
