i thought iDownload pays per sale made off their downloads. do they per for each individual download though? if so, how much?

I certainly can be. The drawbacks depend on who's download your are promoting. Some of them will grab all the emails off of someone's computer and start proxy mailing from their PCs. If you are fine with that, wait and see who responds.

Besides Toolbar Cash another porgram that pays 15 cents per install is CECash

whats the 15 cent one? CUBill or whatever? that program any good?
