Best Flash Software

I would like to make some flash movies for non-adult. What´s the best software for this, something where you get some template backgrounds and animations would be prefered.

Point me the right way :)

Swish is defintely what you want. You can make very nice flash movies in it waaaaay easier than if you had used Flash MX alone.
