If you can send lots of sign ups, then almost every sponsor program will accept you.
Then you can call it "mailing" instead of spam.

I also think some sponsors discreetly are happy with the signups they get from some affiliates spamming email addresses.

If you spam, most sponsors will not hesitate to set a shave percentage of 50% or more on your account. After all, what will the spammer do? They have no one to complain to and are breaking Terms Of Service anyway.

all sponsors accept UCE/bulk email if you talk to them behind the scenes... with the possible exception of silvercash.... i've heard of some of the other big guys get cancelled for mailing SC sites...
