One way is to make a pattern. Define pattern then fill with said pattern

Yup, i know...so how do i make this pattern?

Just make a pattern with white little dots and then define it. And apply it your image or whatever. :thumbsup

file new > 3 x 3 pixels > put a one px white dot in the center >
edit > define patern.

Now open your image you want to apply it to and
select the area > fill > select the pattern / opacity and fill it.

3 x 3 should do it but try with larger tiles.

But how do i get the dots in a perfect line with same distance in between them?
