best affiliate marketing network?

What is the absolute best affiliate marketing program available today? Or, would it be better for a company as large and specific as PaySystems to create it's own robust platform?

My thoughts are sort of that if we build our own platform, we will then have to market our program to potential affiliates. Whereas, if we use an existing program such as CJ, then we don't have to worry about it. The only problem with that is we might not have a high enough conversion on the CPA to attract the top affiliates.

I have a concussion so please excuse the incoherent grammar.

Basically, I have been given a large marketing budget and am trying to determine exactly how to spend it.
