Why wouldn't they just make their own t-shirts, what would be cheaper?

Sure, why not?

minimum 500 shirts... for example, goth/punk sites would buy space on shirts and those shirts would be given out at goth clubs, punk shows, rock/industrial shows, etc.

beach/babe sites would get space on shirts that get handed out at private beach parties and such
