why do so many tgp galleries create a cookie?

I just noticed that my little cookie blocker icon comes on when I look at some galleries. Whats the point behind creating a cookie on a tgp gallery? is this to help them cheat down the road or is there a legit reason to leave a cookie on a surfers machine?
