Always by the mbps if they are an actual provider. Anybody who tries to tell you they buy it that way is lying, let alone they shouldn't be billing you that way either.

It's a scam people have been doing for years (selling per gig) unless it's just for a small account which makes more sense.

By the way ... is your sig a joke? If not, you may actually want to fix those tags.

If you have a real ISP they have there own backbone and pay just for the peering to other backbones :)
